User centricity to improve public policies and public organisations

The following interview was done by Diseño Público with Stéphane Vincent, who is the founder of the La 27e Région, a French “public transformation lab” which collaborates with local governments to design and implement public policies. It mobilizes the capabilities of multi-disciplinary teams composed of designers, idea generators, and social scientists from many fields (ethnography, sociology, participant observation) and engages in ground-level actions. Both these approaches prioritize the concrete experience of users, civil servants and citizens to serve as the starting point for re-examining public policy. The ability to innovate is ultimately about how Governments create public legitimacy

The following interview was done by Diseño Público with Jesper Christiansen, a public innovation thinker and practitioner who works as a Senior Programme Manager in the Innovation Skills team in Nesta, helping people and organisations improve how they innovate for the public and social good.

Previously he worked at Danish cross-government innovation unit Mindlab, which aims to create new solutions for society working collaboratively with citizens, communities and businesses. Jesper founded and directed MindLab’s research programme, focusing on capturing, analysing and communicating insights and lessons from the lab’s work. He also managed MindLab’s international collaborations, and worked with and advised several governments, public agencies and international institutions.

Jesper has a PhD in Anthropology. His thesis explores public innovation as a way of coping with current societal issues, and its potential to increase the effectiveness and legitimacy of state interventions.

Anna Whicher: Leaders need to get involve to understand the value of design

Anna Whicher is Head of Policy at PDR, the International Design and Research Centre at Cardiff Metropolitan University. She has led European funded projects on integrating design into innovation policy (Sharing Experience Europe, SEE platform) and using design methods for public service development (The SPIDER Project). Most recently, she has been exploring how design methods can create an inclusive dialogue between citizens, community groups and politicians called ProtoPolicy. She is a board member of the Bureau of European Design Associations and an advisor to the Design Council on the Design for Europe platform.
